PATCH 1.1 - Balance

FORWARD STRONG
- Buffed the knockback scaling (0.13 -> 0.14)

FORWARD AERIAL
- Reduced the startup lag. (Frame 15 -> Frame 11)

DOWNWARD AERIAL
- Reduced the startup lag. (Frame 15 -> Frame 12)
- Buffed the hitbox size.
* This move was not worth the risk it brought when used. The buff to the hitbox size should decrease the risk and the frame deduction should help the move be more usable.

* These changes are designed to help DOS feel more versatile and usable in more situations and help her take stage control better with things that aren't Side-B.
