- Upgrade lend lease to max 25% prod (from 10)
- Upgrade max voluntary corps to 25% of strengh army (from 10)

- upload garrison area defense order, vanilla was port/coastline, kr was port/vp/airport, change to port only have more strong garrison here and let more division going to frontline
