Touched up new config cases- if SR had to write a new config, for that first time the world was loading nothing newly placed would get boosted. A restart would have fixed it as well.

Reworked human player filtering to only those with a steam ID >0. If you didn't see reinforcement in the past week, rest assured on the server (where damage is calc'd) it was boosted like before.

Added server-side config file to list subtypeIDs for blocks that count as reinforcement. Check the discussions for the list of beam blocks. Added native support for CDR Auroras blast door pack.
