- Changed Hayes' Impact ideas attack factor to an attack against country[ERB] factor and set them to be higher than previous to reflect Hayes' impacts being consolidated
- Added in a defense against country[ERB] factor to all of Hayes' Impact ideas equal to the attack against country factors
- Added in a supply consumption factor to all of Hayes' Impact ideas

Fixed:

- Fixed a series of incorrect value modifiers which essentially eliminated the organisation of NCR units, which was incredibly overpowered. It has now been brought down to anywhere from -2% to -5% organisation/organisation regain depending on the player's choices.

Update is savegame compatible and the effects will be noticed so long as you have not already encountered the event.
