Thank you for your suggestion. I like your idea - Definitely worth consideration. I'll give it some thought.
Plus this strategy of subtle interference by Hayes still allows the war to happen, he just intelligently makes it easier for Granite. he wouldn't just see a reformist progressive enclave set on restoring the US, and just shrug. he just can't fold immediately.
So yeah this is at least gives useful flavor.
Also you think you could add a compliance gain bonus or something after the war?
I would imagine Hayes would run some interference for you there as well, maybe as an off-screen interim governor. I would imagine some NCR people would still support Hayes even after the war.
