Attemt to fix sign issue.
Attemt to fix locality issue, might not work and be reverted to previous version, this is not testable otherwise in singleplayer so bear with me.

Made FSV, and digital camo ICV/IFV available in Zeus.

Found bug that the category only reacts to drive commands by the one who placed the vehicle as zeus.
Ofcourse working on a fix if possible.
