When adding Actions to a Wand, ensure the Action can use all available slots minus one slot per remaining Action per Cast.

Capped Wand level at 10 and upped Rare Wand level by 1.

When adding actions to a non-shuffle wand, ensure that the maximum size of an Action is equal to the max size of the Wand divided by the number of Actions per Fire of the Wand. This ensures that all actions can fit within the wand when a wand is generated.

Added several non-shuffle wand layouts for Multi-Modifier, Single Projectile actions.
Fixed Random Generation numbers to be even more Random by properly setting the Seed and using the proper Random functions.
Fixed Always-Cast randomness to properly include all spells.
Adjusted the spawn rates of some Trigger Spells to prevent the Luminous Drill from taking over.

Reworked Random Number generation to use Integers intstead of Floating Point Numbers. This seems to provide a better amount of randomness in the selected spells.
Reworked the weights of certain spells to ensure that more powerful spells have more of a chance to spawn near Wand Level 5 while less powerful spells reduce spawn chance when approaching Wand Level 5.
Increased the Spawn Chance of MANA_REDUCE to ensure it appears more often during runs.
Added several more Suffle Wand layouts that better manage Modifiers.
Reworked all Wand Layout Spawn Chances to favor those with Modifiers.
Non-shuffle wands that have multiple actions will add multiple Wand Layouts to the Wand."

Added Always Cast to 10 percent of all wands. Else and EndIf removed from Projectile spawn pool.

Fixed up If Else wand layouts and added a few more variations to shuffle wands.

Removed Conditionals from normal rotation and made specific wand layouts for them. This provides a much more enjoyable experience when using unmodified wands.
