Adjusted bullet visibility/rendering

Mostly fixed visual for bullets exiting the muzzle,
unfortunately M9K will be somewhat broken in singleplayer until i find a fix.
(i hate singleplayer)

Adjusted bullet forces on impact

Fixed incorrect simulation update rate in singleplayer.

The bullet visuals will be disabled in singleplayer until i figure out whats wrong

Added visual effect, bullets come from guns (This does not impact how the bullet works and is purely visual)

Fixed up the convars once again.

Fixed simulation update rate on dedicated servers, (host_timescale)

Adjusted ricochet material whitelist.

Fixed a client crash with non-superadmins changing convars on dedicated servers.
