Small change to reduce redscreens caused by a few experimental sitrep effects.

A small fix to stop the abilities showing up in your soldier's cross class abilities.

Bug fixes hopefully.
-Sitreps should now display their effects correctly.
-Probably fixes hangs on mission generation, I've altered some of the exclusions on sitreps to reduce the likelihood of a hang occurring.
-For those of you having issues with LWOTC specifically, LWOTC has had an update which should eliminate hangs completely.

Big thanks to Tedster, Mr.Mister and the LWOTC folks in general who did most of the work of isolating and understanding these issues.

I've been getting reports about Grim Conditions being just the worst. I made some alterations to tone it down some time ago.

I get reports it is still awful and take a second look at the code. The second effect that triggers in certain biomes;
triggers. every. turn....

That is now fixed. My sincere apologies for putting you all through that.

SAVSIT_HighWinds
SAVSIT_ChillingWinds (Used in Grim Conditions)
SAVSIT_CloseTerrain

A change to the ability associated with Rough Insertion means if you roll damage, it now bypasses shields and armor. Bring a medkit!
