Torpedoes now take 25% longer to reload.
Kotetsu only has 3 torpedoes now, compared to the previous 8. Please let me know if I should put that down to 2.
Higher diplomatic penalty for switching allegiances in FotS. This is to (hopefully) dissuade AI from doing it too often on higher difficulties.

Increased zone of control for armies and navies.
Increased the cap on how strong naval support can be (ITS HIGH NOW, MAXIMUM OF 100 SHELLS COMPARED TO ABOUT 40 IN VANILLA, FLESH OUT THOSE NAVIES! THEY'RE GONNA HELP!)
