After a bunch of trial and error, and fixing a bunch of dumb mistakes because I'm omega ooga booga... This is ready for alpha testing.

Initial Port of original mod.

Modified a few values compared to original mod as follows:
* Using modified vanilla recharge script
* Significantly increased materials cost for capital repairers. They're capital sized turrets, after all.
* Significantly increased scaling from optional extra materials during crafting.
* Significantly increased range from 1000 flat value (normal repair lasers range from 200-300) to 2000-2500 range.
