pre-5.0 unification of the mods

Added the new Empire Fire Battle WIzard Lord from Decomposed's Expanded Roster: Empire mod

Moved some skills for:
- Ikit Claw shift
- Sniktch shift
- Throt shift
- Queek shift
- Assasin Lord shift

I still have to add this great skills to many lords from mods like Skaven Clans, i had to push the update as i included the new Fire Lord for Empire, but also had some changes in the mod anyway. the next update with added new skills for new Skaven Lords will be harmless and no need to roll back as there will be no moving skills - just adding :)
