Fixed Unique Building functionality.
- UB should no longer provide XP when enemy units die in your territory.
- XP to Production conversion ratio is now significantly buffed.

Collection of minor fixes.
- Cleaned up the code slightly
- Reworked the UA code so it should now work for the AI.
- Related to the above, the AI should no longer give completely nonsensical trade deals (even if they were really funny).
- Boosted the XP given back to the player by the UB to make it more usable.
