v1.7 Another balance pass alongside some bug fixes.
- Fixed the nation unable to build UW forts, a typo was fixed.
- Tweaked the stats of several units, improving some weaker ones slightly to be more viable.
- Fixed the wrong terrain preference, they should no longer start in wastelands.
- Added income tracing over water.
- Swapped the starting scout to one that can sail.

v1.5 Gave the cap only Paqwot a homeshape with sailing so they can leave their island. Secondly added a new item that also adds sailing to it's wearer.
