-Added some logic so non-chaos AI will only raze and not occupy the ROC. Hopefully I did it right.

-The crash is being worked on, so hang in there.

-Reverted all the test changes, crash is from AI attacking an army at the edge of the map. Probably a pathfinding issue. Usually happens around those bridges that go "off the map" in the ROC, but it can happen in other areas.
-Added back in factions All-Seeing Eye and Brazen Throne
-Allowed transfer settlements in ROC
-Allowed teleporting in ROC

-added back in a mixer faction frontend fix thing
-removed grauseland/west mark/lichtenburg from the empire authority group. their not going to be victory conditions and less incentive to backstab bretonnia.
-temporarily disabled teleportation and settlement transfer in the chaos realms. still trying to pin down that crash.

-Updated start_pos so changeling starts with a cult like in vanilla
-Karl now has a unit of Carroburg Greatswords in his starting army

-Fixed chd relics for real this time
-Rewrote bits of Gelt's intro dilemmas, makes a bit more sense now

-Temporarily removed All-Seeing Eye and Brazen Throne, replaced with Festent Flux

-Added missing army abilities to the new kho/sla/nur factions
-New khorne factions prevented from getting arcane items

-Fixed empire authority

-Added missing landmarks in Nuln
-Added wasteland as suitable for gelt
-Fixed gelt's dilemma so it actually upgrades citadel of myrmidia (we'll circle back around to that whole situation...)
-Removed empire politics from everyone but reikland

-Added Gelt's Embassy in citadel of myrmidia
