OVERALL:

- Transitioned Festung to the Bridgehead VP logic. Players must hold over half the victory points to avoid ticket bleed (with three VPs, 2 must be held at all times).
- Emergency Resources trigger either at the loss of all three VPs, or at the loss of two in combination with low ticket count.

- Added 4 new commanders: Gebirgs Divison / Jagdverband / Festung Ersatz Btl / Festung Panzerjaeger

OKW:
