Adding vacuumspeedboost for some armors:

No speedboost for privateer armor, it already has that fantastic grappling hook after all! Perfect for EVAs.

No speedboost for Deserter armor, it simply isn't made for space even if it is sealed power armor.

Added +200% vacuumspeedboost to Altered Carbon Fusilier and Protector armor since they're supposed to be ultratech but aren't explicitly made with any kind of thrusters.

Added +100% vacuumspeedboost to Maru Heavy Reinforcement suit, since its the only option AFAIK they have for space armor and having it be super slow is just painful.
