This mod no longer touches the vanilla Nominate Custodian resolution, instead it creates a new resolution category with a new resolution only available to empires with a crisis perk.

This was done to avoid modding conflicts caused by other mods that handle the default resolutions.
The Crisis Custodianship resolution retains the base weights of the vanilla version.

Made Defender of the Galaxy no longer prevent Crisis paths.

Fixed the Nominate Custodian Resolution.

Cleaned up code, now shouldn't cause too many conflicts with other mods, reduced size of mod considerably.
