Updated the triggered opinion modifiers to allow customisable decay. This modification requires that 00_opinion_modifiers_nemesis.txt be overwritten in order to not create duplicate triggered opinion modifiers. This means there will be conflicts with any mod that also attempts to overwrite this file.

Updated to fix triggered opinion penalty duplication.
