-Increased Rank3 dmg buff to +40% (was +30%)

Pulling down his more egregious builds in line with the rest of his kits power level, and lowering his self healing even further.

Buffing his rank3 build cause its meant to be a niche build trinket but it just wasn't strong enough to warrant using.
