A lot of tweaks to the light mercenary pawn type.

Commander pawns now apply the marksman command effect to all pawns near them. They should also be a bit more common and spawn with fancier apparel now.

Reduced the maximum threat point cap where mercenaries and minutemen raids will be replaced with organized ones.

Reworked all civilian pawn types.
Freelancer tradesmen and mercenaries can now be hired from the machinists.
Fixed marksmen using weapons they should not be using, also fixed marksmen not appearing in raids.
