Implemented a workaround for the bug that made the unit card lie about the damage of Haraz Dron.

All the tanks have steam melee attacks now.
They do very little damage, but they should add flavour and offer an option for desperation attacks, once they run out of ammunition.

Vorkhul Drung and Vengryn Thrund are now Tier 3 units and all of the additional building requirements have been removed. This should still gatekeep the early tanks a little, while causing less trouble for the AI to recruit them.

The explosion radius of Drakk Maraz has been increased. While it remains highly inefficient to shoot hordes with it, it shouldn’t feel quite as pointless as before.

The damage output of Haraz Dron has been nerfed. Its damage is also spread over fewer shrapnels now which should help with performance.
