+deer startup reverted from 12 -> 10

NERFS
-Dattack pop out start up increased from 4 -> 6 ( active on frame 25 instead of frame 23)
-Uspecial active time reduced from 60 -> 48 (she has to be a bit closer to the wall to be able to fly through it)
-Dair cutout now has a hitstun multiplier of .85 (the screamer did not get touched)

REWORKS
-Door now has an arming time of 30 frames upon spawning
-Door will now go on a 4 second cooldown at the end of its rotation (the cooldown is not shared between the two doors and this only applies once cutout is used)

BUG/QUALITY FIXES
~Hanged man can no longer detects forsburn clone and get frozen from attacking it
~Fspecial whifflag bug fixed
~Door now has a cooldown indicator in the hud

DEV COMMENT
the goal of this patch is to pretty much make door a bit more intentional/commital, since i wasnt a fan on how spammy it felt. This should make it feel more like proper set play!
Also ignore the other patchnotes, this is just all the recent stuff put together

+uspecial(floor) position distance increased by 10 pixels (i did this change cus i wanted her to pop out closer to ledge when she held in lol)
+uspecial(wall) has now 3 positions based on if you hold up or down (now she can adjust the distance to better catch opponents offstage)

NERFS
-uspecial(floor) now has 3 frames where spooky can't attack out of (this should make the timing for catching her pop outs easier)
