-Fixed more issues with character mission not starting. Every single character in the game in fact. But it should be working now.

I am terribly sorry for any inconvienience this may have caused. :(

-Fixed an issue preventing faction leader ancillary quests to start.
-Fixed Billy's quest not starting on Vortex campaign.
-Fixed Billy's ship building descriptions.
-Changed Billy's quest description a little bit.
-Fixed Krellington's ship building not giving +10 to "Krellington's Drowned Dead" spell.
