Replaced some recon aircraft with surface threats, increased probability of some spawns, added civilians so watch your fire!

-Airborne Strike Package Removed, Also moved the Carrier Battlegroup farther out to sea in order to give player more time to launch aircraft. Added more threats that can randomly spawn to add some replayability.
