Complete code rewrite, implemented Mag Dump.

Rewrite was done to better handle the order of operations when stacking rate of fire buffs now that mag dump is implemented. A side effect of this is you need the base skill of the tree for full auto, recoil control, and mag dump to work properly but the same is true for long blade so it should not matter much at all.

If you see "X braces their SMGs for rapid fire" prepare to lose 3/4ths of your hitpoints.

Bumped up and expanded drop rates for SMGs. They are still semi-uncommon

Changed recoil control to a strength requirement (flavor / logic over balance reasoning)
