Updated to use the SMART RIFLE.

Details will be on the Viper Weapon Cache mod.

Smart pistol and primary secondaries are now replaced with weapon cache as requirements.

Removed class from AWC rolls. I already built them a custom pool so there is no need for the second pool giving random, completely useless or obsurd skills.

FINALLY fixed the power surge perk! Now it officially does exactly what it says on the tin.
Applied proper OPTC to all gremlin abilities in this mod to benefit from it as well.

GTS mastery perks now have proper supply costs and rank requirements.

Reworked the ability "Power Surge" to affect "Tech" abilities (which other modders can define in their ability scripts).

This will add future compatibility with other mods that add "tech" abilities and want to benefit from "power surge"

Complete rewrite of "power surge."

OPTC wasn't working for abilities not native to the mod, so now it should target "electrical" abilities.
