Update 1.3
Major balance update
Sebastian can only delay damage until he reaches Broken Timepiece Level 3. At CL3, he takes damage as normal... however, his damage multiplier becomes 0.7.
As continuation of previous point, EX-Enhances now don't add Stored Damage, but just cost 2 Meter. EX-Enhances are extremely powerful, so additional Meter consumption is fair here (especially since he isn't really meter-hungry in the first place). It also means that normal Enhances consume no HP at Broken Timepiece Level 3 and are completely free (not that they weren't basically free before).
World of my Eyes (aka true Timestop) can only be used at Broken Timepiece Level 3.
While his projectiles are in Stasis, they can be destroyed by melee attacks (does not apply to specifically Necrophantasia's Eyes).
Overall melee damage reduction (very slight damage reduction, like, -5/-10 damage on all of the melee moves).

Big Update (1.2)
Inevitability Armor start: 4 -> 8 (7 at Broken Timepiece Level 3)
New move: "Raging Emotions: Eternity's End". Only usable while in Broken Timepiece Level 3, and if opponent has less than 27% HP.
