Update : Ammunition Starting Event giving all countries ammunition on game start. Decisions added for ammunition purchase, as well as an ammunition idea. You still must build Ammunition Plants, and Storage. The AI will build those concentrating on Ammo Production 1st. This is to be sure no starting countries at war, or tiny countries in a civil war will be useless due to lack of ammunition. I have removed Italy's rebuilt ammunition productions, as you have more than enough time to build before your ammo runs out from the war in Ethiopia
