capturing provinces with temperature resistances as a nation that doesnt have those resistances now removes the resistances.

made it so that temp resistance starts on turn 0, so you don't lose population on turn 1 if you have a capital that starts in heat/cold 4 without fort temperature protection. In vanilla this is only realy possible with LA abysia (who has heat 4 protection, but a site in their capital that pushes heat to Heat 5) but it will allow this mod to work with custom pretender mods that allow larger scales.

Made it so that Muspelheim's cold resistance no longer spawns in their capital- as the capital is supposed to be heat based, not cold based like the rest of the nation.
