For nations with 2 levels of temperature resistance (like EA abysia) this mod does not place any temperature resistance sites in provinces with forts (and will remove them after 1 turn if a fort is built) because if it didn't it would actually stack growth.
EA Abysia often loses population for a variety of other reasons, you can click on the population tab: For instance it often starts in a normal cave province (-0.4% population) or in a waste or Crystal Cave province, (-0.6% population) so you might be seeing population death from the terrain type?
