Fixed issue found by user @Oliveira that caused the checking script for which planets are eligible to spawn a hyperspace courier fleet (from the hyperlane express tradition) to fire endlessly and generate a ludicrously large error log file which eventually caused a CTD; the script was trying to get the owner scope of uninhabited planets that actually had no owner, so was throwing an error each time it did this.

TLDR: Fixed issue causing CTD

Matched modifier categories for 'planet_doctors = { }' and 'planet_districts_generator = { }' to that of !!Universal Modifier Patch (3.14.*) mod, reducing incompatibilities.
