Harmony can now build capital ships

Phoenixs now reduce the cost of fighters on any planet theyre on

Disabled more lua script to see if that fixes saving "it did not"

Musashi was confirmed to be a tech 2 ship as it was introduced in 2511 so its now tech 2

Increased Enemy COVN starting credits to 150k

Increased usnc starting credits to 6500

Buffed CPV shield and shield refresh rate

Fixed MAKO Weapons Loadout

Removed Engine Sounds from frigates

Removed 2 plasma emitters and added 2 pulse lasers to cpv

Added a CSO to covn starting fleet

Musashi was given mac cannons and a larger fighter compliment (eion)

UNSC shielding was fixed

Math was done on damage regarding mac cannons was found to be adequte to lore

Unit text descriptions are now being worked on by two dev asssitants Dr Walter Bennet and Dr Ayy (not real doctors)

Retr0 fixed all the infinity hard points (thank god for him I didnt wanna do this)
