Female rulers won't take this decision anymore (no point.. unless you have specific mods that enable that kind of fertility)
Female rulers will deactivate the decision after 1 month, IF your save file already has it activated.
Female rulers having this enabled doesn't crash the game, but it does show up in error log so we might as well solve it.. one less thing in the error log.

Removed improper use of "all_liege" which is not valid in ck3, yet? Come on paradox.
Manually going down the list starting from top liege on down to baron, whoever is valid.
