Added Imperial Legate System for the empire
Added an Imperial Legate system to the empire, based on the Empire General template with Ataman-style skill trees, original general skill trees, and modified custom skill trees. Named "Imperial Legates", functionally similar to Kislev's Ataman system, also receiving experience bonuses in settlements with walls and resource buildings.

Compatible mods:

Allows one Imperial Legate per province [Kislev] One Ataman Governor Per Province

Usage recommendations:

Recommended to only enable this mod when playing as the empire, as it may cause Kislev (only affects Kislev) to randomly spawn Imperial version of Atamans.

No compatibility issues between my similar mods, but text conflicts may occur. If using multiple Ataman-style mods, place your preferred text version at the top.
