added lobby localisation

added lobbies to war support calc

moved some gui elements around to make it look better on the war screen

added war support as a new mechanic, it gives you a small dynamic modifier to military based on how much you have
you get war support from legitimacy, interest groups, laws, movements, and radicals/loyalists
you can check it in its JE

also added a cool war progress bar to the war screen check it out

changed weighting on some wargoals, so ai wont do regime changes that literally do nothing

improved some logic for events

added events to metadata

changed it to 1.9.* non specific

changed the reputable modifier to include incorporation speed
