After play testing I discovered option D did not work, I made a correction and now all options work including the option to abort the Decision. I also colonized 8 plants and did several tests and nothing strange happened. Seems to be working as intended. Please let me know if you have any more problems.

Corrected am error - see Snow Wolf's post. Will need to test so save your game before using Abandon Colony decision.
