- Made the description for the "Call for Confederation/Defensive League" decision properly change depending on your game rules, properly telling you what title tiers can actually join based off the "C&L: Allow Kingdoms" game rule.

- Added a game rule that lets you decide whether to have the Lombard League form at game start in the 1178 bookmarks. (There is currently no other content regarding this league outside of having it form at game start).

- Added proper checks whenever you gain a new title/vassal to determine whether your top_liege's realm should be allowed to stay in a Confederation/League, if they are in one.

- Made the number of counties a kingdom can have and still be in a League/Confederation with the limited membership game rule a script_value, and made all references to it reference that script_value, so now changing that one value in that file will automatically adjust all relevant content.
