Fixed the accept subject event option not showing up for the player

fixed multiple issues with the biggest conqueror calculation
moved the subject transfer to the event ok option
- this was necessary to delay the transfer one day after the war end, to allow the war to conclude and for example transfer claimed systems to the victor
added an event option to refuse the subject transfer
ai will always choose to accept the subject transfer
improved event text writing
