v1.4.3 I removed the happiness boost that Parents received from School Voucher and School Tax Credit policies since there is no corresponding happiness boost from spending on State Schools. The happiness boost to Religious voters still remains since these policies would increase enrollment in parochial schools.

v 1.4.1 I rebalanced the Citizen's Dividend policy so that poor and middle class happiness in response to the policy was more proportional to the income they received. The policy should now make the poor and middle class happier, however the negative unemployment effects caused by the policy now also kick in sooner.

v1.4 I removed the Negative Income Tax policy since I could not figure out how to program a fixed cost into collecting a specific tax, so the implementation was flawed and it could have been used as a cheat. I replaced it with a Citizen's Dividend welfare policy. You can achieve the same effect as the Negative Income Tax by collecting a flat tax on income and paying out a Citizen's Dividend at the same time.

I will probably raise the boost that poor happiness gets from the Citizen's Dividend in the next release to make it more competitive with the traditional welfare programs, as well as have it contribute more to reducing poverty.

IMPORTANT NOTE 12/6/2014: I have deleted some files from this mod and replaced them with others. The old files will not automatically be removed unless you select the Uninstall Mod option and then relaunch the game and allow the game to resync with Steam.

v1.3 Trade union membership declines as the size of the private healthcare and private school industries grow relative to the public sector. Technology Grants increase energy efficiency. School vouchers and tax credits boost the happiness of parents. Medical vouchers reduce the prevalence of drug addiction.

v1.21 I removed the positive employment effects for school vouchers and tax credits and health care vouchers and tax credits. I realized that the game already deals with this by reducing unemployment when the size of the private health care and private medicine markets grows. Positive employment effects for Small Business Grants and the Enterprise Investment Scheme still remain.

v1.2 Added the Negative Income Tax policy, which is a combination of a flat tax and a basic income transfer payment via tax credits. Both this policy and the flat tax now decrease state employee membership as fewer employees are needed to enforce a simplified tax code. This effect is slightly greater for the Negative Income Tax since fewer welfare administrators are needed as well.
