Fixed issue with the post enemy retreat movement bonus effect that I'd put on Gilded Horn of Galon Konook, where I'd set the effect to apply to a scope that didn't work in the right way.

Updated Jewel of Dusk to have it's own passive ability, which is basically just a rip off of Ashen Fields.

Imbues -15% weakness to fire and -5 leadership to enemy armies.

Did this because (as identified in the comments) effects which apply weakness to fire to enemy armies don't seem to work, or at least not in a way I know how to mod with.

For the new ability image, I just hue shifted the image for Soul Siphon (sorry, now I've said that you won't unsee it), but I think overall this feels cooler as a passive ability anyway. See slides for updated screen clippings.

Corrected small bug where I'd picked the wrong scope for some of the economic buffs which I'd intended to target the local province, and these weren't correctly applying.
