Update after a long time for the Black Adder to work again.

There are still some issues, but just details not gamebreaking.

- Removed a SW bug when starting the programmable block with radar switched off

- Programmable block(s) should start now after loading the world or switching the power of the Black Adder off
- Fixed an exception when radar was switched off
- Inertia dampeners are switched off when the craft is docked
- Inertia dampeners are switched on when the craft is not controlled but not when docked
- The decoy arms cannot be switched on when the craft is docked or ready to dock

Undocked Black Adder 1 since the programmable block had to be reprogrammed to run again after being docked.
Looks like I found another bug...

Started PB of Black Adder 1 (wasn't running)

PBs are started by Timer.Control.Main->Trigger now

There are two issues in this world right now:
- Poor performance (stutter, low FPS) may occur. FPS can be increased by deleting the charge station. Don't forget to undock the Black Adder before ;-)
- Textpanels show "offline" when flying backwards and reaching a certain speed limit. This also occurs in other worlds downloaded from the Workshop

Ship modifications:
- Added oxygen
- Added rangefinder
- Prepared bombsight, just for demo (breaks when turning at high speed, will be removed if this can't be fixed)
- PB runs with timer again, Loop computers mod removed (not because it's bad, just for testing redundant PBs for vanilla ships)

SW modifications:
- Added radar display
- Better (more robust) handling of blocks
- Added rangefinder (demo)
- Prepared redundant PBs

Updated sensor settings and scripts due to the modifications in the radar mod.
