Bug Fixes:
- Fix issues with triggered modifiers

Immigration Events:
- Tweaked conditions for province to seek to emigrate (no longer triggered by non-accepted culture, but this will make a province more likely to emigrate if it meets one of the other conditions)
- Made it less likely for people to immigrate to Alaska or Rupert's Land
- Made it more likely for people to immigrate to the New England and Virginia
- Can no longer fire before 1500
- Culture/religion flip chance now down to 20%
- More testing required to see if speed is good
(Might tweak to more heavily favor giving tax over the other two yields)

Other:
- Tweaked colonial culture conversion (still basically impossible for colonial nations, but the modifier comes from a different place) so that it now affects cost, instead of time - this should disappear upon independence

Because I apparently can't do anything right the first time, a bug/typo is now fixed in the Immigration events.

Bug Fixes:
- Fix for crash on setup at loading databases
- Fix for provinces not changing names
- Clean up Vermont events

New Feature - Immigration Events:
- Provinces in Europe (and in rare circumstances Asia or Africa) can get an event marking them as 'looking to emigrate.' This can happen for a couple of reasons include if the province is occupied, if its being converted, if its a non-accepted culture, or if the country is experiencing a disaster. (A couple other attributes make the event happen soon or later, but those are the requirements to fire at all)

- Once a province in Europe has been marked as 'looking to emigrate,' another event fires for a colonial province. For balance, the colonial province needs to be in the same religion group as the one in Europe, and also needs the colony to be at peace, not have any disasters, and have positive stability. The selected colony will be given +1 to either base tax, manpower or production randomly. Furthermore, if, after the increase to either base tax or manpower, the colony has a value of 2 or less for that yield, there is a 50% chance for the province to flip to the immigration source's culture and religion.

-- Coastal provinces, those with similar a culture to the European province or province holder, capitals, natural harbors, important centers of trade, and colonies with a ruler that has an ADM of 4 or greater will be more likely to be chosen as the destination.

-- Having a ruler with ADM score of 2 or less will make a colony less likely to be chosen. Also, once a colony reaches a value of 6 for either manpower, tax, or production it becomes less likely to be chosen (even moreso after it hits 10).

Vermont:
- Removed Vermont colonial region
- Added Event chain to simulate Republic of Vermont. Once a country has colonies in the Vermont region and the adjacent provinces of New Hampshire an event can fire where you decide which state gets the Green Mountains: New York, New Hampshire, or Massachusetts (if they border the Vermont region). Choosing either New Hampshire or Massachusetts will cede the Vermont provinces to that colony. However, after some time, Vermont will declare it's independence (if you chose either to side with New York or Massachusetts). After some more time, Vermont gets an event to choose to join either the USA, Quebec, Canada, or New England (depending on which countries exist and border it) - or it can choose to stay independent.

PEI:
- British countries can carve a Prince Edward Island vassal out of an Acadian vassal that owns the province after a certain date (very late game)

Other
- The merchant bonus from large colonies now requires the colony to have 8 provinces (up from 6, was originally 10)
- One exception: a Cuban colony that owns all of Cuba will also give its overlord an additional merchant

- It is now 10 times more expensive to culture convert overseas provinces (hopefully this works this time) - previously countries had a 80% reduction instead

Culture:
Made it so colonies are much less likely to culture convert, AKA it's now super expensive to culture convert as a colony. As a trade-off they get a reduction in cultural acceptance thresholds. (BTW, this is tied to colonial government, so as soon as your independent the modifier should go away)

Events:
Mestizo and Creole events are now province-based instead of country-based
Mestizo culture more likely to fire if the province is of your religion

Localisation:
Fixed some localization issues
Limited localisation for language other than English

Countries:
Added Formable/Releasable Colonial Countries: Acadia, Amazonia, Aztlán, Bolivia, California, Chesapeake, Colombia, Columbia, Cuba, Dixie, Guyana, Illinois Country, Maritime Union, New England, Newfoundland, New Zealand, Patagonia, Rio Grande, South Africa, Texas, Uruguay, Vermont, West Florida, Yucatan

Other:
Added new Trade Companies for Persian Gulf, Strait of Hormuz, Japan and South Arabia (to make up for the South African one we lost)

Fixed a dumb error in defines that was causing crash on load

Also, England now takes Exploration as their third idea choice, instead of their second. This is technically more historical, but we'll see how it works...
