Fixed a Bug where garrison would not show correctly

ERE Military buildings:

1 balistarii for lvl2 range
1 limitanei for lvl2 barracks
1 dalmate for lvl 2 cavarly quaters

1 balistarii and 1 sagitarii for lvl3 range
2 limitanei for lvl 3 barracks
1 dalmate and 1 contarii for lvl 3 cavarly quaters

Level 4 gives the normal garrison + 2 good quality units


WRE Military buildings:

LvL 1 +1 public order
LvL 2 +2 public order
LvL 3 +3 public order + 1 unit garrison each
LvL 4 +5 public order
