Diplomatic Victory failures no longer yield bonus votes. (If you had the CSD, it would reduce it to 1, now 0)
The reasoning is justified in growing out your cities more and maintaining better relations in order to achieve world hegemony.

Efficient LUA coding when determining population threshold in cities should reduce turn processing.

Refined the new XCOM and GDR resolutions to now install dummy buildings among cities when it is built and then remove those dummy buildings when the military secret or headquarters are removed.

Fixed Venetian bug where having >10 pop in a puppeted city wouldn't spawn the building until you had >20 pop.
City-State Diplomacy is no longer a requirement, it is now optional for balance.

Added Project TEMPEST, a world project that is required to build the Giant Death Robots. Only the gold and silver trophies may build them.

The Mod is now considered stable.
