New Spanish translations werent properly added.

Reduced the costs of crafting Elerium Cores to bring this mod in line with Elerium Grounds.

15 Supply, 10 Alloy, 10 Elerium.

Also fixed the Spanish translation, special thanks to Papas con mojo for that.

Added localization support for all languages the base game natively supports.
Changed it so that the function that adds the tech only adds the tech if the game does not posses the tech, this should hopefully stop the proving grounds project from appearing multiple times in rare circumstances.

Added tags to the mod, and slightly changed the way resource costs were defined, if the cost is set to 0 it should no longer show up in the costs list.

The Ini values for Alloys and Elerium were flipped, fixed that, suddenly everything is a bunch cheaper.
