-Habitats that are bombed to 0 pop are now destroyed instead of left empty.
-There are now actually diplomatic consequences for bombing planets flat.

Updated for 2.0.

Note: it no longer appears possible to give FPs Unity per pop killed, so I changed the Unity bonus to tick when the entire planet is purged. It has been scaled up accordingly.
