Fixed Compatability with Vox Pulpi (Community Mod Pack).
Replaced +2 from coal and iron to +1 to all mines due to dummy trait building bugs.
Reduced golden age length due to the it bieing OP.

Balanced the civ adding new promotions to the UUs and tweeked the UA a little.

Nerfed the Firenation to make it more balanced:
Changed the combat bonus 65%->50% during golden ages.
Removed the free 33% when attacking promotion from all units.

Added: Airships, Land Ironclad, and Skyfortress renamed and rebalanced as an "Aerial Warship" from the smokey skies scenario as buildable by all civs at steam power to balance the Firenation Tanks.
