Should now work on all versions of stellaris.

Lowered build time to 300 from 600
Lowered Mineral cost to 300 from 600
Lowered Energy cost to 300 from 600
Lowered Food output to 16 from 24
Lowered Maintenance cost to 6 from 9

Removed Influence Cost, now 0 down from 100
New, more humane methods of harvesting ensure no one on you planet can complain.. removed happiness penalty.
