New -
[1]Incorportating Fleets into Sector HQ's similar to in the books. (when you assign a governor and set the sectors preferences to Military it will build a defence fleet for that sector.)
[2]Civ Trade(it allows you to turn it on or off at the start of the game for performance)
[3]Tweaking the trait list, i've made a few changes and burged others.

Added:
Civilian Traders,
Autobuild/upgrade and autobuild mining/research starbases
more random events
traits, as well as increasing the base limit.

and tweaked the goverments slightly so with any luck they wont be so bland and all using the same philosphy.
